Dr. Bader has a proven track record of handling high-stakes disputes worth hundreds of millions of dollars. He has provided strategic legal counsel to major multinational corporations and government entities across diverse industries, including maritime transport, oil and gas, energy, logistics, pharmaceuticals, and banking. His foundational credentials include a Bachelor of Law from King Saud University, a Ph.D., and an M.Sc. in Marine Transport.
A recognized authority in alternative dispute resolution and regulatory compliance, Dr. Bader holds prestigious institutional appointments and multiple specialized certifications. He has served as a strategic legal consultant to the Saudi Ministry of Commerce and Industry, offering vital guidance on international WTO and WIPO conventions. Evangelos is a versatile and highly accomplished senior executive with over three decades of international experience within the construction and civil engineering industries. Known for his strong commercial acumen and adaptive leadership style, he has a proven track record of driving operational excellence, entering new markets, and managing substantial project budgets of up to USD 500 million across Europe and the GCC region.
Throughout his career, Evangelos has successfully directed the full life cycle of complex, large-scale civil engineering and infrastructure projects from bidding and design budgeting and final delivery. He has collaborated with major blue-chip clients, government bodies, and royal entities, including the UK Ministry of Defense (MoD), Qatar Rail, Mitsubishi Heavy Industries, and the National Bank of Bahrain. His key areas of expertise include Executive Leadership & Strategy, Commercial & Budget Management, International Stakeholder Relations and more.

His advisory career spans engagements across mining, manufacturing, agribusiness, waste management, real estate, and industrial sectors, with clients ranging from sovereign state-owned enterprises to private equity funds, from SMEs and private companies to international development organizations. His consulting work covered strategic planning and roadmap development, business feasibility and investment appraisal, financial modelling and budgeting, market entry strategies and competitive analysis, project management and operational consulting across the full investment lifecycle in Azerbaijan, Russia, Saudi Arabia and beyond.
Jafarov’s executive experience includes serving as CEO of engineering and manufacturing companies operating in Saudi Arabia and Azerbaijan — giving him a rare combination of boardroom perspective and hands-on operational acumen.
He holds an MA in Development Economics from Williams College (USA) and BA in Economics and Business Administration from Azerbaijan State University of Economics.

Marvin has garnered media attention for his expertise in international relations, completing 100+ TV interviews with Asharq News in UAE, al-Qahera News in Egypt, Qnews in Egypt, Anews in Turkey. His insights have contributed significantly to the discourse on international diplomacy.
A dedicated PhD student at the University of Manchester, Marvin is delving into the nuanced dynamics of diplomacy and the relationship between Alternative Dispute Resolution (ADR) and Investor-State Dispute Settlement (ISDS) in the context of China-Saudi Arabia relations. He also holds both Bachelor’s and Master’s degrees from the University of Manchester and is currently pursuing Ph.D

Hugh Fraser is a Scottish corporate/commercial lawyer, originally from Aberdeen, based in the Middle East for 20 years and with extensive experience in the international energy industry. Hugh’s career has spanned the Scottish power sector, the North Sea and international oil and gas industry as Group Head of Legal at John Wood Group PLC, Middle East Managing Partner of the USA law firm Andrews Kurth Kenyon and the establishment of HFI as a leading independent energy specialist law firm in the Middle East.
He was the Managing Partner of the Middle East office of Andrews Kurth Kenyon law firm (2013-2017), founder and Managing Partner of Hugh Fraser International Legal Consultancy (2003-2013) and the former Group Head of Legal at John Wood Group PLC (1996-2003). He established HFI Consulting International in August 2017 including the re-launch of HFI Legal Consultancy.
He has extensive experience in international business expansion initiatives for the Middle East and North Africa (MENA) region for clients with advanced technology and know-how in the energy and water sectors. Hugh is on the Middle East advisory panel for the UK’s Energy Industries Council. He is a member of the Society of Petroleum Engineers (SPE), Energy Institute and the European Association of Geoscientists and Engineers (EAGE). He is a member of the GlobalScot “trade ambassador” network.
